It's from the artist Daniel Edwards who wanted to show the exploitation of young teenage stars. I don't really see how this is proving your point...it more shows a reason for you to be embarrassed and/or arrested. If you want to see this piece of "art" live, you can check it out at the Dallas' New Fine Arts. Although I must say, even in sculpture form, The Bieber looks like a lesbian.
